Inequalities and Public Intervention in the Future Europe

The pandemic moment we are experiencing has dramatically highlighted the relevance (and the interdependence) of various forms of personal and territorial inequalities, some already existing, others new. Furthermore, it has given rise to a ‘renewed’ centrality of the public sector. A massive public intervention through a plurality of policies on taxation, environment, education, health, labor market, welfare, social inclusion, digital innovation, justice and administrative capacity has been implemented in all countries to sustain economic growth and reduce socio-economic inequalities.

The European Union has provided various financial and monetary instruments to support the Member States in the implementation of their policies. The use of these instruments has triggered a wide-ranging academic and political debate that stands alongside a more general reflection about the revision of the coordination of the fiscal policies and of budgetary discipline.

The theme of the conference fits into this debate by placing at its center the reflection on the priorities identified by the NGEU and the NRRP for the design of ‘sustainable’ EU member countries, which can generate added value also in their ability to address issues of inequality and social cohesion.

The Scientific Committee of the Conference calls for submissions of both theoretical and empirical papers addressing issues that fall within the following specific topics, or more broadly related to the general theme of the Conference:

  6. EU labor policies
  7. Social policies (welfare)
  8. EU policies for cohesion
  9. Gender inequalities
  10. Public Expenditure

  12. Environmental Policy
  13. Cultural policies
  14. Household taxation
  15. Corporate taxation
  16. Fiscal federalism
  17. European fiscal and monetary policies
  18. Quality of institutions and decision-making processes
  19. European integration

The Scientific Committee calls also for submissions of papers falling within the general topics of Public Economics and Public Finance.

The Scientific Committee of the Conference is chaired by Nadia Fiorino and is composed by Marco Amendola, Roberto Basile, Luisa Giallonardo, Lelio Iapadre, Maria Gabriela Ladu, Antonio Scialà (Università degli Studi Roma Tre) and Marco Valente.

Submitted papers should include an abstract, JEL codes and keywords. Only completed papers will be considered.

The Scientific Committee will inform authors about the acceptance of papers by June 16th, 2022. All participants need to register and pay the SIEP association and participation fee to the Conference by July 2nd, 2022. Younger scholars may benefit from a waiver of the SIEP conference fees, participating for free. At the time of the submission, they should send to info@siepweb.it a declaration from their PhD supervisor certifying that they are doctoral students or obtained their doctoral degree after January 1st, 2021.

The preliminary program of the Conference will be posted by July 18th, 2022. Final accepted papers should be submitted to the submission link above (as an update of the first submission) by September 8th, 2022.

The 2022 edition of the SIEP Prize http://www.siepweb.it/siep/wp/en/en/premio-siep/ is open to authors under the age of thirty-five. All authors of the paper must satisfy this requirement. To compete for the prize, authors must declare their intention at the time of the submission or registration, and upload the final version of the paper by July 2nd, 2022.

The Conference will also host the granting of the Etta Chiuri Prize. This prize is reserved to economists under the age of forty who have submitted papers on household decision-making process, housing market imperfections, illegal migration.
