New Challenges for the Welfare State

The economic and social phenomena experienced at national and international levels in recent years have brought to the attention of the public decision-makers new challenges for public intervention and have strengthened the relevance of challenges that were already present. The economic and social effects of the recent pandemic have highlighted the need to combine economic and spending instruments with policies that promote social cohesion and inclusion. This concern arose from the effects of the more recent economic crisis that has hit different sectors with different intensities, from the isolation deriving from policies implemented to contrast the pandemic and their different impacts on generations. These events have increased the attention to the fact that the success of social policies depends on the level of cohesion and perception of inclusion that they generate and not exclusively from the economic effects that they induce.

The constraints to public intervention due to the increasing debts, the growing attention to social and health expenditure and in particular to the aging-related expenditure, and the pressure on public pensions due to the demographic transition, represent some of the new or strengthened challenges for the Welfare State. These challenges should also face the more recent problems relating to the increase in the cost of living and production costs and the associated implications in terms of social sustainability, employment and competitiveness. The theme of the conference is to investigate and discuss how it is possible to pursue the aims of the Welfare State intervention taking into account the constraints on the public resources, ensuring social cohesion and inclusive growth and promoting fairness within and between generations.

The Scientific Committee of the Conference calls for submissions of both theoretical and empirical papers addressing issues that fall within the following specific topics, or more broadly related to the general theme of the Conference:

The Scientific Committee of the Conference is chaired by Claudio Zoli and is composed by Francesco Andreoli, Paola Bertoli, Emanuele Bracco, Tamara Fioroni, Rosella Levaggi (Università degli Studi di Brescia), Catia Nicodemo, Paolo Pertile, Veronica Polin, Roberto Ricciuti, Nicola Sartor and Alessandro Sommacal.

Submitted papers should include an abstract, JEL codes and keywords. Only completed papers will be considered.

The Scientific Committee will inform authors about the acceptance of papers by June 21st, 2023. All participants need to register and pay the SIEP association and participation fee to the Conference by July 3rd, 2023. Younger scholars may benefit from a waiver of the SIEP conference fees, participating for free. At the time of the submission, they should send to info@siepweb.it a declaration from their PhD supervisor certifying that they are either doctoral students or have obtained the doctoral degree after January 1st, 2022.

When submitting the paper younger scholars may select to be allocated to a general session with discussant, or can select the topic of a specific session (without discussant) among those available in the conference list of topics.

The preliminary program of the Conference will be posted by July 18th, 2023. Final accepted papers should be submitted to the submission link above (as an update of the first submission) by September 4th, 2023.

The 2023 edition of the SIEP Prize  is open to authors under the age of thirty-five. All authors of the paper must satisfy this requirement. To compete for the prize, authors must declare their intention at the time of the submission or registration, and upload the final version of the paper by July 3rd, 2023. The Conference will also host the granting of the Etta Chiuri Prize. This prize is addressed to economists under the age of forty who have submitted papers on household decision-making process, housing market imperfections and illegal migration.
